Czech Republic Biogas
The Act of 31 March 2005 was the most important policy for electricity production from biogas in the year 2006.
Key Actions – Renewables Act
Operator of the transmission system or the operators of the grid systems are obliged to preferentially connect RES to the transmission system or to the grid systems. The Act stipulates the possibility to choose between feed-in tariffs and green boni for the promotion of electricity from renewable energy sources. Since 01/01/2006 producers can choose the option they prefer once a year.
- feed-in tariffs: legitimate the RE producer to sell his/her energy for a fixed price the operator of the distribution system.
- green bonus system: allows the producer to sell the energy on the market for the wholesale price.
- premium from the distribution system operator. The right to a payment of green bonus also applies to producers who consume their produced energy themselves.
Subsidies and low-interest loans from State Environmental Fund (grant based, not mandatory, paid ex-post)
Limited support by local governments
Description of the support scheme
The Act defines a dual pricing system offering a choice of either fixed feed-in tariffs or green bonus under the strictly defined by The “Energy Regulatory Office. The prices may not be lower than 95% of the value of the year before. The level of revenues per unit of electricity produced from renewable sources is maintained with promotion by purchase prices for a 15-year period, as a minimum.
Biogas has a feed-in tariff of 8.0 euro cents/kWh.

The production of electricity and heat from biogas amounted to 160.9 GWh and 1.004 PJ in 2005, with most of the primary production coming from sewage gas, followed by landfill gas.
In the Czech Republic there are 10 biogas plants, which use the agricultural waste as raw materials. They have the annual total capacity of 200,000 tonnes. There is no biogas plant for MSW treatment. At the same time it is seeking to building-up of biogas plants for treatment of separated communal bio-waste.
