According
to the Directive 2009/28/EC of the European Parliament and of the
Council on the promotion of the use of energy from renewable sources
the target for the share of energy from renewable sources in gross
final consumption of energy in the year 2020 for Romania is 24% (in
the year 2008 the share was 20.3%). The target for electricity is 38%
for RES electricity in 2020. The Directive has a mandatory 10 %
target for transport to be achieved by all Member States, which
refers to renewable sources as a whole, not biofuels
alone.
Renewable electricity,
heating and transport fuels: Biogas
Law 220/2008 on the establishment of the system for the promotion of energy production from RES introduces a differentiated support per RES technologies both in terms of the number of allocated GC and of the support period. From the point of view of the number of GC for each 1 MWh electricity delivered to the grid and/or consumers: the power plants using biogas receive more support than other technologies 3 GC. The level of support is 27- 55 EUR/MWh per 1 certificate. The price is guaranteed for 15 years.
For the high efficiency electricity produced in cogeneration in power plants using biogas in addition to the above provisions, a green certificate is granted for each 1MWh produced and delivered. The promotion system shall be applicable to the producers qualified by ANRE from the date when they start producing electricity and receive green certificates if the start-ups and the retrofitting of the units/power plants are carried out by the end of 2016.
The Gas Law 351/2004, which is subsequently amended and supplemented, to provide obligation for the operators of natural gas distribution system to ensure access of third parties to the distribution systems. However, high interest to supply the biomethan to the natural gas grid network in Romania is not expected.
Two landfill biogas project are realized under the Kyoto Protocol JI scheme: Recovery of biogas from the waste landfills of Focani and Târgu-Mure.

Romanian Energy Efficiency Fund – commercial financing of projects at the rational use of energy
EU Structural Funds (Operational Programme Environment) – 2007-2013 : allocated EUR 19,2 billion
Future programme changes expected
According to NREAP the expected installed biogas capacity in Romania is going to grow form the level of 4 MWe to 125 MWe in 2015 and 195 MWe in 2020.
