Biogas
The main
instrument for the promotion of energy generation from renewables
is the feed-in tariff. Qualified
power producers are paid a feed-in tariff for feeding electricity from renewables into the grid. The tariffs are revised annually
if need arises (e.g. to take account of inflation).
The tariff
is comprised of a market price and the premium, depending
on technology and capacity of the installation. Qualified producers conclude a
10-year contract with the distribution system operator.
- A producer
who uses the electricity for himself, receives 30% of the premium;
- Producers
selling the electricity directly, receive 100
%. For units within the distribution system, as well as after five years of
operation, the tariff and premium is reduced by 5 %; for each 10% of received
non-repayable investment subsidy, it is reduced by 10 %;
after 10 years of operation, there is a
reduction by 10 %.
Plants using biomass and
biogas are exempted of the CO2 tax.
Subsidies or
loans with interest-rate subsidies are also available. Most of the subsidies cover up to 40% (in remote areas without
access to the grid up to 60%) of the investment cost. Loans for environmental
and RES projects are granted by the Environmental Fund of Slovenia.
The current feed in tariffs set in 2006 were
revised in the Official Gazette of RS, No 75, 18.7.2006, in line with what is
established the Energy Law. Landfill gas, sewage gas and other biogas are
included in this scheme.

- Landfill
gas and sewage gas up to 1 MW of unitary capacity:

- Other
biogas plants (with no limit of capacity)

€ cents/kWh

Premium: 8,32 € cents/kWh
In the
framework of the programme planning period for EU
Funds 2007-1013, a programme for sustainable energy
with a volume of 410 Mio Euro is envisaged.
