Solar thermal in Slovenia
General
Mandatory targets set by the Directive 2009/28/EC of the European Parliament and of the Council of 23 April 2009 on the promotion of the use of energy from renewable sources indicates 25% share of RES in the gross consumption of final energy in 2020.
The Resolution on the National Energy Programme (ReNEP) adopted by the National Assembly in May 2004, defines the long-term development goals, orientation of energy supply, energy systems and mechanisms for stimulation of the use of RES.
The target of Slovenian policy defined in the Resolution on the National Energy Programme (ReNEP) is to increase the share of RES in the primary energy balance to 12% in 2010:
- increasing heat supply from RES from 22% in 2002 to 25% in 2010,
- increasing electricity from RES from 32% in 2002 to 33,6% in 2010,
- achieving 2% share of biofuels for transport at the end of 2005.
Renewable heat: Solar Thermal
The promotion of the efficient use of energy resources and utilisation of renewable resources have a priority before supplying energy from non-renewable resources as defined in the Energy Act.
Energy Act defines that the promotion of the efficient use of energy resources and utilisation of renewable resources is a part of the Slovenian energy policy. Energy Act defines also that the energy policy, through appropriate measures, ensures the use of renewable energy resources and the selection of energy resources considering the environmental protection.
The increasing of renewable energy sources is one of the objectives of the environmental protection act. The environmental protection act defined establishment of Eco Fund as a public foundation for stimulation of sustainable development with financing the investments.
Environment Protection Act provides for the establishment of the environmental public fund (Eco Fund), which promotes sustainable development by financing investments to prevent, eliminate or reduce pollution. One of the main activities of Eco Fund is to stimulate the investment in renewable energy sources.
The Ministry of Environment and Spatial Planning (MESP) - Department of Efficient Energy Use and Use of Renewable Energy Sources (AURE) through the Ecological Fund (Eco Fund) of the Republic of Slovenia supported the installation of solar thermal collectors for heat use by a subsidy of the investment.
The subsidy covered 25% of eligible costs of solar water heater system investment, which includes solar water heater (solar collector), storage of heat water, pumps and all required other installation equipment. The subsidy is limited to 150 EUR per m2 for flat (panel) solar heater system and 200 EUR per m2 for vacuum solar heater system. An additional subsidy of 10 EUR per m2 is for the installation of solar heaters (collectors) with Solar Keymark certificate.
Ecological Fund (Eco Fund) supported the investment in electricity production from renewable sources. The financial support of the Eco Fund is in form of a suitable loan (soft loans) for the investment in projects for energy utilization of renewable sources.
Future programme changes expected
The new targets will be included in the National renewable energy action plan according to the EU Directive 2009/28/EC on the promotion of the use of energy from renewable sources.
